I'm assuming Turner is now first choice cover for Horne? So we need a half to replace Nicklas, possibly more a 7 though as Turner has a good injury record *touches wood*. So its certainly pointing at Moore for me.
For me we need a FB aswell, Whiting deserves to play the year at centre imo. Probably a loan deal, maybe Jones-Bishop as Leeds have Lee Smith for cover.
Even then I would still try and sign Phelps for cover along the back line.

A half and another back have to be signed. Can't see why we wouldn't sign Phelps now, wouldn't cost a thing, has no visa issues and is a FB which would allow Whiting to go into his centre position.

Don't think Agar is the problem.........its the Board and Rule. As long as they are there you are doomed
